Mix together flour, sugar, baking powder, and salt in a stand mixer.
Cut the butter in until pea sized clumps of butter are formed.
Slowly add the heavy cream while mixing until dough sticks together but isn't too runny.
Shape into a ball and refrigerate for an hour if too soft.
Roll out to ¼" thickness then cut to desired shape and size with cookie cutter or knife.
Add 2-4 tablespoons of desired filling to the center of each hand pie.
Whisk egg and water together to make your egg wash.
Use your egg wash around the edges of each pie then fold over and crimp shut with a fork. Add design with holes on top if desired.
Use a pastry brush to apply egg wash to coat top of each hand pie.
Bake at 375 degrees for 20 minutes until golden brown.
